The Negotiating Team has Submitted our

Proposal to the State!

Last fall, our elected negotiating team of child care providers compiled the results of surveys and conversations with providers across Iowa. In December, they finished drafting our proposal for negotiations, and submitted it to the state. The proposal calls for improvements such as:

 

A Bill of Rights for Child Care Providers.

  • The right to be treated as professionals

  • The right to prompt notification of changes in rules, policies, payments and programs

  • The right to be treated with courtesy and respect during visits and inspections

  • The right to be informed of the nature of a visit by an evaluator, and to require the evaluator to provide photo ID, contact information, and supervisor information

  • Right to due process, representation, and impartial arbitration to correct unfair decisions, without fear of retaliation

  • Right to full investigation and finding of “valid” before any action taken against a provider

  • The right to access a forum to voice concerns and be heard prior to any changes in state law or rules which would impact child development homes

A Voice in State Boards and Commissions

  • A voice for registered home-based child care providers on boards and commissions

  • Meetings and public comment forums scheduled on weekends

A Voice in Education and Training

  • Joint training committee of registered child care providers and the State to work on training issues collaboratively

  • Online re-certification program

  • State payment of fees for classes required to register or maintain registration

Review and Revision of the Quality Rating System with Provider Input

 

Participation in Universal Pre-K Decisions

  • Inclusion of registered home-based child care providers in decisions

  • Ability of home-based providers to provide Pre-K services and receive funding

A Fair Dispute Resolution Process

 

Improvements in the Subsidy Program

  • Subsidy rates that keep up with current market survey

  • Timely payments, 2-week notification when a family’s eligibility changes

  • Bring Category C rates up to match Category A and B rates

 Health Insurance Options for Providers
